Carlos Lee will likely never be a part of a contending Astros team. Brett Wallace may well be, and should be given every chance to adjust to ML pitching (look at Biggio and Berkman's rookie seasons: They weren't any better).
Replacing Wallace with Lee would sabotage Wallace's development, which is the most important thing right now. The Astros will not contend in 2011. They probably won't contend in 2012, either. But if Wallace--a top 50 prospect according to every major publication entering this season--is to be a core part of the young core which may allow the team to contend in 2013 and later, he will need to play. Throwing him on the scrap heap would be a huge mistake.
Yes, at some point, you give up on a player who isn't hitting. But we aren't even close to the point where the Astros should discuss giving up on Wallace, let alone actually do it. Nor will we be at any point prior to opening day 2011.
